Sindh cabinet approves plan to digitise provincial land records

The Sindh cabinet, chaired by Chief Minister Syed Murad Ali Shah, has approved a landmark initiative to modernise the province’s land management system. The decision marks a major step toward digitising all land records across Sindh through the use of contemporary technology intended to enhance transparency, security and public access.

Officials briefed the cabinet that the traditional land record system has long been burdened with outdated procedures, bureaucratic delays and a high risk of manipulation. According to the briefing, citizens frequently face significant obstacles in accessing ownership information, while disputes and fraudulent documentation remain persistent challenges. The new digital model aims to provide direct and reliable access for every landowner through a central online platform.

Under the approved plan, the Board of Revenue Sindh will supervise the entire transformation process. The task of developing the digital system, including software architecture, data base design and implementation, has been assigned to Sukkur IBA University. The institution has been selected for its technical capacity and its experience in designing large scale information systems.

Government representatives stated that the digital platform will consolidate all essential information, including land titles, ownership verification, mutation records, revenue data and details of both public and private land. By bringing this information together within a single integrated system, the initiative aims to curb corruption, reduce opportunities for forgery and ensure that illegal or manipulated transactions can be identified more easily.

The Sindh government described the project as a decisive move toward comprehensive land management reform and a major step in establishing a modern and reliable framework for public service delivery.
