Sindh cabinet approves plan to digitise provincial land records

The Sindh cabinet, chaired by Chief Minister Syed Murad Ali Shah, has approved a landmark initiative to modernise the province’s land management system. The decision marks a major step toward digitising all land records across Sindh through the use of contemporary technology intended to enhance transparency, security and public access.
Officials briefed the cabinet that the traditional land record system has long been burdened with outdated procedures, bureaucratic delays and a high risk of manipulation. According to the briefing, citizens frequently face significant obstacles in accessing ownership information, while disputes and fraudulent documentation remain persistent challenges. The new digital model aims to provide direct and reliable access for every landowner through a central online platform.
Under the approved plan, the Board of Revenue Sindh will supervise the entire transformation process. The task of developing the digital system, including software architecture, data base design and implementation, has been assigned to Sukkur IBA University. The institution has been selected for its technical capacity and its experience in designing large scale information systems.
Government representatives stated that the digital platform will consolidate all essential information, including land titles, ownership verification, mutation records, revenue data and details of both public and private land. By bringing this information together within a single integrated system, the initiative aims to curb corruption, reduce opportunities for forgery and ensure that illegal or manipulated transactions can be identified more easily.
The Sindh government described the project as a decisive move toward comprehensive land management reform and a major step in establishing a modern and reliable framework for public service delivery.

سندھ کابینہ نے وزیرِ اعلیٰ سید مراد علی شاہ کی زیرِ صدارت ہونے والے ایک اہم اجلاس میں صوبے کے اراضی انتظامی نظام کو جدید خطوط پر استوار کرنے کے لیے تاریخی نوعیت کے منصوبے کی منظوری دے دی ہے۔ اس فیصلے کے تحت سندھ بھر کے تمام لینڈ ریکارڈز کو جدید ٹیکنالوجی کی مدد سے مکمل طور پر ڈیجیٹلائز کیا جائے گا تاکہ اراضی سے متعلق شفافیت، سکیورٹی اور عوامی سہولت میں اضافہ کیا جا سکے۔
کابینہ کو بریفنگ دی گئی کہ روایتی لینڈ ریکارڈ سسٹم میں دہائیوں پرانے مسائل، دفتری پیچیدگیوں، جعل سازی کے امکانات اور سست کارروائیوں کے باعث عوام کو شدید مشکلات کا سامنا رہتا ہے۔ نئے نظام کا مقصد ڈیجیٹل پلیٹ فارم کی مدد سے ہر شہری کو اپنی زمین کے ریکارڈ تک براہ راست اور قابلِ اعتماد رسائی فراہم کرنا ہے۔
اجلاس میں فیصلہ کیا گیا کہ اس منصوبے کی مجموعی نگرانی بورڈ آف ریونیو سندھ کرے گا، جبکہ ڈیجیٹل لینڈ ریکارڈ سسٹم کی تکنیکی تیاری، سافٹ ویئر ڈویلپمنٹ، ڈیٹا بیس آرکیٹیکچر اور نفاذ کا اہم ٹاسک سکھر آئی بی اے یونیورسٹی کو تفویض کر دیا گیا ہے۔ یونیورسٹی کو یہ ذمہ داری اس کی مضبوط ٹیکنالوجیکل مہارت اور آئی ٹی سسٹمز میں تجربے کی بنیاد پر سونپی گئی ہے۔
سرکاری حکام کا کہنا ہے کہ اس منصوبے کے ذریعے انتقالات، ملکیت کی تصدیق، سرکاری و نجی اراضی کا ڈیٹا، ریونیو ریکارڈ اور تمام متعلقہ معلومات کو ایک مرکزی ڈیجیٹل نظام میں یکجا کیا جائے گا، جس سے نہ صرف شفافیت بڑھے گی بلکہ کرپشن، جعل سازی اور غیر قانونی انتقالات کی حوصلہ شکنی بھی ہوگی۔
حکومت سندھ نے اس اقدام کو صوبے میں لینڈ مینجمنٹ کی مکمل اصلاحات اور جدید ٹیکنالوجی کی مضبوط بنیاد رکھنے کے لیے فیصلہ کن قدم قرار دیا ہے۔
